Chromebooks is something I really like. First of all, they’re lightweight, and secondly, I can make this a fully functional work laptop and leave the heavy-hitting stuff for some other device. And this Lenovo Chromebook is absolutely one of the leading models in this price range.
Its 10th generation processor will let you do everything you need for your office work without lag. Even if it’s only an i3 processor, you can keep multiple tabs open like youtube and it’ll still not affect your performance, all thanks to the skimmed Chrome OS.
The eye-catching feature here is its ability to work as a 2-in-1 laptop with a stylus pen. Just flip it 360 degrees and it’ll feel like a completely different device!
However, you would need to buy a stylus separately, no worries I also have an article on the best active stylus on windows 10 that would also work well with Chrome OS.
Don’t let my enthusiasm for touchscreen distract you, the keyboard is also a highlight of its own, given its 1.4m travel distance and incredibly fast responsiveness. I admit that the keyboard isn’t as good as one on a laptop with a mechanical keyboard, but it’s still a joy to type on.
It’s definitely a top pick if you’re looking for the best laptop for office work.

Acer is always a reliable brand no matter what the budget. This remains true today as well. It has brought features that punch above its weight class. Just have a look at the Ryzen 3 processor that can go up to 3.5 GHz.
I can safely say, in terms of processing power, there aren’t many laptops under $400 that can compete with this laptop. You can open loads of tabs, do Microsoft office while having videos on. So, basically, it can do everything you want from a laptop.
Its display is also an eye-catching reason why I like it so much. The IPS display makes everything crystal clear. The whites and blacks are displayed with amazing precision.
If you wish so, you can overclock your Ryzen CPU as well, however, you want to game, then it’s better you check out these gaming laptops from one of my other articles for a better experience.
While it does have only the bare minimum RAM and Storage for this decade, you can easily upgrade.
It’s not only one of the best laptops for college students but for anyone who wants a great all-in-one laptop. I’d highly recommend this.

With the rising popularity of Chromebooks amongst the working adults, there’s a new opportunity for brands to expand their dominance in the market once again. HP is also interested to go with the flow. And thus, here we go.
Do you know what I didn’t expect from this laptop? That it’s got a touchscreen. Seriously I had no clue you could get a touchscreen laptop that’d cost less than my phone. And, my surprise doesn’t end there. You can flip it 360 degrees and use it as a tablet.
Truthfully, it’s better off as a tablet. It has stupendous visual quality, the colors come off really rich and the sound it produces is also top-notch. Getting it for your kids for school is a great choice.
The Chrome OS keeps this laptop lightweight but brings all the necessary stuff you’d need, including Google Sync, which allows cross-platform synchronization.
In my opinion, this is strictly a budget choice for those willing to settle for the basics. There are better Chromebooks in this list if you want better performance.

In this price range, the Asus Vivobook flip 14 is one of the most stylish laptops around. Yes, silver finishes are common but not every laptop has such a smooth polish, it’s definitely gonna attract your attention. It’s also popular for one other reason- it’s the slimmest Vivobook Asus has produced.
While judging from the specs, you’d think it’s the same as the HP Chromebook above but that’s not the reality. This one is an out-and-out business laptop. Its design principle is “slim but stylish” and I agree this is what modern laptops should look like.
The first thing I noticed about this laptop was its NanoEdge display, you can get an immersive viewing experience with sharp contrast and vivid colors. It has a narrow bezel 14″ display fixed on a 13″ frame, isn’t it incredible?
Because of its hinges, you can use it in different ways. One is the tablet mode that you’d expect in a 2-in-1 laptop, but there’s also the tent mode and the stand mode if you want to mix it up.
Had it been not for the Celeron processor, I’d list this on my best business laptop article.
10. Dell Inspiron 15 3000 Laptop

It’s never a bad idea to buy a Dell laptop when you’re looking for a budget laptop, Anyone who has ever used an Inspiron before knows that it’s got a solid build quality, and nothing has changed here. It’s going to last for years.
Yes, it indeed is a budget business laptop that focuses on everyday productivity. The AMD processor is definitely better than intel, but integrated graphics neutralizes that advantage and brings it back to square one.
The 3.2 GHz maximum clock speed is indeed a good thing, but sadly not that good for multitasking since the overall specs are holding it back.
But if you’re going to be in front of the screen for hours using one or two applications- (like Excel, or PowerPoint), web surfing, or other simple tasks, then this will surely be worthy. Just don’t expect it to be a laptop capable of VR development, video editing, etc.
Just because it’s lacking on specs doesn’t mean it’s bad. For those who want an entry-level laptop and would like to save their cash, this is definitely the one to go for.
Touchscreen Laptop Under $400: Buying Guide
It is imperative to prioritize when you allocate a budget for tech devices. All the more so when your budget is between $300 and $500, you need to min-max a lot to get the best deal. It’s because over or under that price range you typically know that you’re going for either a high-end laptop or a basic one.
But what should you look for is a tedious process if you don’t know what you want. So I’ll help you out here:
CPU
CPU is what will hold your computer together. It’s the one component you don’t want to skim out on. If the CPU can’t allocate enough power for your activities, then the entire process will be slowed down since not enough work will be done. You should always try to look for core i3 processors or equivalent.
Celeron processors are still usable, but I’m not sure how long they’ll last with the newer tech needs. I don’t want you to buy a laptop just to replace it in 2 years. So think ahead and get yourself the newest generation Core i3, even better if you get a Ryzen.
GPU
GPU is not a part you’ll have much trouble with. With a laptop of this budget, GPU-intensive work will not be possible, so you are not required to have an excellent one.
You can make do with integrated graphics, as long as the CPU is good enough.
RAM
The best touchscreen laptops are those that have lots of RAM. Because touchscreen laptops are best when they run smoothly, the most ideal way to ensure that is to get a laptop that has a good amount of RAM in it.
You should definitely go for a 4 GB RAM, anything lower isn’t acceptable.
Screen Responsiveness, Display angle, Brightness
What would you do with a touchscreen laptop it responds seconds later after you place a command? So, you definitely need your laptop to have a smooth and responsive screen.
The display angle is another thing people look into. The main reason people buy a laptop is to use it on the go. When working with a group you want a laptop to have wider angles so that multitasking becomes easier.
P.S: it also helps working from your bed easier.
Generally speaking, brightness isn’t a major factor, but you need to ensure that a budget touchscreen laptop has enough brightness to enable you to work properly in broad daylight outside.
Clock Speed
Another important factor is clock speed. Higher clock speeds are better; just like RAM. Typically, at this price range, you should be able to get a laptop with a 2.8 GHz maximum, don’t go any lower. If possible try for a laptop over 3 GHz.
Keep these in mind and you should be good to go.
Frequently Asked Questions
What main features should you look for in a under $400 touchscreen laptop?
When looking for a touchscreen laptop under $400, you should consider the following 5 main features: the size of the screen, the type of processor, storage type, amount of RAM, and the operating system.
What are the best touchscreen laptops under $400?
There are a lot of great touchscreen laptops out there for under $400. My personal favorite is the Acer Chromebook which offers 12+ hours of battery life.
Another great option is the HP 15-dy1731ms touchscreen laptop. It’s got a really sleek design and comes with some really powerful specs for the price. Whatever laptop you choose, make sure to get one with Windows 10 or a later version so you can take advantage of all the great touchscreen features newer OS offers.
Can you play games on a laptop that comes under $400?
Yes, you can definitely play games on a laptop that costs less than $400. However, if you’re looking for laptops that are specifically designed for gaming, then you’ll have to spend a little bit more money. The good news is that most of the lower-priced laptops are still capable of running basic and more popular games, like Minecraft or League of Legends.
But if you’re looking to play more powerful games, like Witcher 3 or Fallout 4, then you’ll need to upgrade to a model that’s a bit more expensive.
Is a touchscreen laptop under $400 suitable for photo and video editing?
That really depends on the software you’re using and your level of expertise. Some software is more CPU-intensive than others, and if you’re trying to do some serious video editing, you might need more powerful hardware. But for basic photo editing or online editing app, a touchscreen laptop under $400 should be plenty of power.
Just keep in mind that cheaper laptops usually come with less storage space, so if you’re planning to store a lot of photos and videos on your computer, you might want to consider investing in a model with a bigger hard drive.
Can I get a good laptop for 400?
It depends on your needs. For $400, you might be able to find a laptop that meets some, but not all, of your requirements. If you need a top-of-the-line computer for gaming or other demanding tasks, then 400 might not get you very far. However, if you’re looking for something more modest – like a laptop for basic web browsing and document editing – then 400 could buy you something decent.
Conclusion
With the holiday season coming up, now is a great time to invest in a touchscreen laptop. Whether you’re looking for a new workhorse or something to keep the kids entertained, this review article will help you.
However, if you’re looking for a powerful machine with a lot of features, then I recommend checking out the Lenovo Chromebook Flex 5. But if you want something more lightweight and portable, the Dell Inspiron 15 3000 laptop would be a better option. Whichever model you choose, I hope you enjoy your new touchscreen laptop!
